I decided to fabricate a doubler that would mount inside the tail cone. This gives me a solid piece to attach the filler piece to give me a flush look on the outside. Everything turned out very well. I still have to sand down the micro balloons that you see in the last photo. After sanding I will prime and sand multiple times until I achieve a perfectly smooth appearance.
